Date: 03 Oct 2000 08:10:47 -0400 Dear PayPal Customer, Three weeks ago, X.com posted a message on its website to remind PayPal users of our business use policy. Specifically, our terms of use require Personal Accounts who "conduct e-commerce on a regular basis" to upgrade to a Premier or Business Account. We further defined "business use" of a PayPal account as collecting payments for goods or services sold on a corporate website, personal homepage, or other forum. This includes auction sellers, both individuals who make it a full-time job and those who sell on a recurring, part-time basis. Subsequently, a number of users asked us to clarify the policy further. In particular, a number of occasional sellers wanted a bright-line rule to know whether they fell into the "business use" category. We promised users that we would work to develop a policy that met several criteria: (1) it was generally fair and reasonable; (2) it was announced with two weeks notice before it was implemented; (3) it did not force anyone to upgrade (though it could remove costly functionality, such as the ability to accept credit card payments from Personal Accounts); and (4) it met PayPal's need to align the costs of credit card processing (and other expenses, such as customer service and fraud protection) with high-volume users who generate the bulk of our costs. This email is to announce that policy. While no rule will satisfy everyone, we have worked hard to choose one that we believe meets the criteria above. * * * * * * * * * * * * * * * * * * * * * * * * * * * NEW LIMIT ON RECEIVING CREDIT CARD PAYMENTS Starting two weeks from now, on Monday, October 16, X.com will introduce a new limit on PayPal Personal Accounts: a $500 limit on receiving credit card payments every six months. Following the implementation of the policy two weeks from now, Personal Accounts exceeding the $500 limit will no longer be able to accept credit card payments unless they choose to upgrade to a Premier or Business Account. Credit card payments sent to a Personal Account in excess of the limit will be held as "pending" until the recipient chooses either to accept the payment by upgrading or to return it to the sender by refusing the payment. (The sender can then resend the payment from either a bank account or existing PayPal balance.) We will provide users with a "Credit Card Funds Received" counter so they can monitor their status; we will also alter the transaction history so the funding source for a payment can be viewed. Payments funded from a sender's bank account or existing PayPal account balance will not count against the recipient's limit. Personal Accounts that exceed the limit will still be able to receive payments funded from a bank account or existing PayPal account balance, as well as make use of all their other Personal Account features. No one who exceeds the limit will have their account locked, frozen, or automatically upgraded; they simply will not be able to receive additional credit card funds. * * * * * * * * * * * * * * * * * * * * * * * * * * * REASONS FOR THE NEW POLICY The goal of the limit is to reduce the cost of credit card processing associated with accounts that do not pay fees. In an effort to closely tie our fees to our costs, we felt it was fair to limit the amount of credit card payments a Personal Account can receive. Credit card processing is expensive; VISA(tm) and MasterCard(tm) charge us for every transaction we process. And as an online financial services firm, we also have other expenses, such as bank transfer fees and customer service costs. We also absorb the cost of keeping both our buyers and sellers safe with the PayPal Fraud Protection Guarantee. And next month, we'll be sharing part of the float with our users when customers will be able to earn money market rates of return on balances left in their PayPal account. We intend to keep PayPal free for personal transactions, but in order to do this we cannot provide unlimited credit card processing for all users. That's why we are asking the users who benefit most from PayPal to upgrade to a Premier or Business Account. * * * * * * * * * * * * * * * * * * * * * * * * * * * THE WEB'S BEST PAYMENT TOOLS If you upgrade to either a Premier Account (for individuals) or a Business Account (for companies), you'll also receive a range of premium features: - Instant Purchase -- Accept payments directly on your auction. - Web Accept -- Collect money directly on your website. - Automatic Invoicing -- We'll save you time by pre-filling your auction invoices. - Downloadable Transaction History -- Simplify record-keeping with Quicken, QuickBooks, or Excel. - 24/7 Customer Service -- Around the clock live phone support. Plus, YOU WILL CONTINUE TO RECEIVE $5 REFERRAL BONUSES FOR REFERRING NEW USERS -- a program that will be available only to Premier and Business users starting on Monday, October 9. And the fees are low - just $0.25 for credit card payments under $15, and $0.25 + 1.9% on payments over $15. Compare us to the competition: a $35 payment with PayPal costs just $0.92; Billpoint(tm) charges $1.40. (Billpoint charges most users $0.35 on credit card payments under $15, and $0.35 + 3.0% on larger payments.) * * * * * * * * * * * * * * * * * * * * * * * * * * * NEW FEATURES FROM PAYPAL With 4 million users and over 2 million auctions on eBay(tm), PayPal is the world's #1 online payments network. And we've made online commerce more secure by providing Verified buyers and sellers with the strongest Fraud Protection Guarantee on the web. And, over the months to come, we'll be developing more features for your PayPal account. We'll be introducing a shopping cart, dividends on your account balance, a debit card linked directly to your PayPal account, bill payment, and even online shopping. And we've heard your requests and we're ready to deliver our most requested new feature -- INTERNATIONAL PAYPAL WILL BE AVAILABLE FOR 26 COUNTRIES AROUND THE WORLD BY HALLOWEEN. We at PayPal are committed to giving you the payment tools you want and making them the safest and easiest to use on the web. We know you have a choice, and we thank you for using X.com's PayPal service. The giant primary, 40 Eridani A, is the only star of the group to support a Class M world." "Vulcan is part of a duble planet grouping that orbits 30 Eridani A. The other world, T'Khut, is a Class H planet that moves in a trojan relationship with Vulcan, in which both planets revolve around a common point. T'Khut is a monstrous sight in the Vulcan sky. A virtual lifeless cauldron, its active volcanoes and dust storms are visible from the Vulcan surface. Terran astonomers later named the trogan pair after figures in Terran mythology, and the inhabitants of T'Khasi gracefully accepted the names of Vulcan and Charis as their official Federation designations." Blah, Blah, Blah... I listed about 30% of the text for the Vulkan system. The book shows star charts of most systems, that has a number under the planets indicating the number of moons. It doesn't have a number under any of the Planets in the Vulcan system. I guess it depends on if they interpret a pair of planets in orbit around eachother as a moon. By the definition in my book, I'd have to answer zero. The book is Star Trek The Worlds of the Federation. Written and Illustrated by Shane Johnson Published by Pocket Books in 1989. Good Luck. PS, I'm quoting a source for you, this isn't my answer. I hate to be responsible if the answer is wrong ;-| ----- Original Message ----- Sent: Tuesday, October 03, 2000 10:28 PM > Hi, > Did you know Murray Leinster is credited with inventing the "first > contact" scenario of initial meetings between humans and aliens? > Leinster's 1945 short story "First Contact" both originated the term and > has become a classic of the genre. > > I did not know this. I sorta lost it a bit today. I need a fresh perspective! I had a new customer contact me in December for about $1000 worth of stuff (started out lower but he kept adding to it)...he paid a small bit at the beginning but then from then on, nothing....I got calls every couple of weeks with his latest excuse. I put up with it mostly cause it was a dealer's dream....nearly all of it was common sets and basic insert sets....stuff that is hard to move. After months and months of excuses, he sent me three checks to cash, one every two weeks and then I was to ship. Over the last few months, my patience had gotten pretty thin. I was tired of the excuses, I was tired of having stuff on hold. I ALMOST called off the deal several times but didn't. Finally, all is paid and it goes out the door. It was tough cause over the months I had not held onto some things and had to go buy them or sort stuff out, etc. Tonight I got a call with a HUGE list of missing and damaged cards. I will concede the missing aspects. It is not uncommon for me to oops and not have as complete a set as I think and though I tried to double check, I surely did miss some and I wrote him a note telling him to let me know about that. But, the list of damaged cards was long..two items were of special note. One he said he had to use a magnifying glass to determine condition (!!!) and the other he claimed had magic marker all over the 9 card set..I'm blind, but not THAT blind. These were one of the few actual inserts of value he had bought. The rest was all common sets. After all the months of delay, after all the frustration, I sorta lost it and told him, I would take care of THIS order, but that I wanted no further deals. He had said he would buy MORE to add onto the replacements and I said no to that as well. Quite honestly, I wanted to say that already, when he next tried to place an order but I said it perhaps a bit more emotionally charged tonight. I am a big believer in customer support and making people happy, to be a difficult person is hard on me, but I really felt like I was in a lose lose situation here. I would be interested in how YOU would have dealt with it or how you think a dealer SHOULD have dealt with it. Then determining the next course of action apon receipt of said cards. In addition, mostly because of the payment problems, I would not deal with that person ever again. But only if you remember that person in the future. After all, We do have short memories. ;) I seen the ISS and space shuttle go over my house friday evening. Brightest thing you ever saw. But, I'm gonna now...;) Here goes...without some sort of conversion, this will be the last Decipher product I collect (well, I wasn't collecting it anyway) and the last Decipher product I sell, so those who buy boxes from me, better find a new home. ;) Why, you say? Well, this product annoyed me form the get-go and the next one as well..the premiere product....repacks repacks repacks. Box prices of $82 for a REPACK??? I guess there were a few new cards produced....the case toppers were Black bordered versions of earlier WB cards, but that's it folks, all cards sitting in warehouses, now released in another fashion to devalue cards we all paid too much for to begin with. I was aware of that aspect before and not as bent about it until I realized the repacks included premium cards found in earlier products. Cards like a WB Spock from the two-player game, Enhanced First Contact premiums....the WB Preview cards from Dominion.....not sure if anyone pulled a WB Defiant or not. Although I suppose there was never a claim for exclusiveness on some of those earlier products, a move such as this really cheapens all the money I paid for my cards. Why did I bother with Dominion? EFC?? Heck, just wait until they get tired of tripping over their mountains of cards and they'll release MORE. Granted, on the one case I opened, I only pulled two Dominion WB's, but still....I musta pulled 6 or 8 Spocks! Several of the EFC..... The print run is astounding for Decipher products. Truly, if we had an ounce of sense we would not buy the stuff for a few months, it seems the value goes down pretty quickly and then we can buy our stuff cheap. Course we don't and they bank on that cause we gotta have it nooooooow...;) What if SkyBox decided to make a product such as that....took a whole bunch of auto cards sitting around..pack it with some orange Interspecies cards..tossed in a bunch of gold plaque cards for good measure..... I'm not really hung on value, those who know me will know I don't even read NUS's price guide. My cards are my cards and I love them regardless. So, why should I care about the repacks? Well, I guess I do o principle alone. I'm annoyed Decipher hasn't bothered to release a Voyager set, I'm tired of their emphasis on DS9 (hehehe), I'm tired of the fact, I'm required to take preorders and decide on allotments, before they offer me a clear idea of what the product IS. I can't get sell sheets until AFTER the product releases, I can't get decent images to offer the site to whet people's appetite. When they do a low release card, they offer it to gamers only who could care LESS and dashed straight off to ebay to get the highest $$ and bypass the collectors base altogehter..they say we should be happy to have a low print run card, but WE (collectors) didn't have access to it..... I've been impressed for years with Decipher's web site and online presences, I wish other companies were that strong, but right now, that's not enough to balance off the rest.... I'm of course interested in your opinion! I didn't even buy a box, figured I'd wait till the prices dropped. Let me get this straight.... the reflections boxes are reprints (of just packaging of warehouse material) of existing rarer cards.... same copyright date and everything? If so, I too am truly disappointed. I figured the cards would drop in value and I'd pick them up eventually. The reason I stopped is not just because of Decipher, it is the entire craze. Too many cards from too many companies, too fast. I can't keep up, so I stopped trying and just plod along, slowly picking up one and two autos that I don't already have, mostly common ones. Only a key crew if it looks really cheap. Sad to say, but I'm not an infinite supply of money.... Even several of the skybox sets I haven't bought yet. May never, or may wait till some poor collector, 6 years down the line decides they need money and dump their set on the market, like all those playmates figures collectors are doing now. I keep hanging onto my collection of Playmates figures because I'd have a hard time getting half what I paid at Walmart, Kmart, and Fred Meyer when I first struggled to try and get all the figures. I quit collecting those too when there were too many, too fast for me to keep up. The market will implode on itself.
