Again, search for "HTML editor" to view a list of currently available software. If you want to start with the basics and learn HTML you can do a simple Google search on "HTML help" and find all the information you need to begin writing your web page.
If you don't mind spending some money on a more professional program, Dream Weaver by Macromedia is what many web designers prefer to use. Go Live by Adobe is another good option.
