A Twilight of Empires
Lords of the Earth, Campaign 13
Toba Wei Dynasty
This empire was founded in 386 CE by an enterprising Turko-Mongol leader by the name of Toba Kuei. Wars with the Later Yen, the Juan-Juan, and all of their neighbors established Toba supremacy in northern China. Toba Kuei was very anti-Buddhist, though the dynastya became great patrons of that faith.It was one of the Shih-liu kuo, the Sixteen Kingdoms, that dominated northern China during the 4th and early 5th centuries CE. Lacking administrative experience, they relied heavily on co-opted local leaders, scribes, and priests.
The Mulan tale is loosely based on the defense of the later Wei against generic barbarians.
