A Twilight of Empires

Lords of the Earth, Campaign 13

MAXTAX and You

In olden times there was no limit on the total amount of wealth might be extracted from a given Lords of the Earth region or city. In those campaigns with open nations, primacies, merchants, and secret empires, it would be possible for the sum of all their incomes from a given region or city to be much larger than the prima facia value of the place.

To get around this, we now have MAXTAX. This number is multiplied by whatever resource, e.g. gp or nfp, a place generates, to give the maximum yield of that region. For example,

Maximum Public Works gp = MAXTAX * (PWB value of the place)

The practical result in LOTE13 is that primacies and nations must share the resources of a place. Given that there may be several different player positions with control statuses in a city or region, a struggle for tax revenue may ensue. In this campaign,

MAXTAX = 2.0
