The Upgrade Troops (UT) order
This is an addendum to the UT (7.2.4.37) order to allow field upgrades of infantry to mounted infantry. They may be upgraded in any controlled cultivated, steppe, or wilderness region.
Infantry units may be upgraded to their mounted equivalents, e.g. HI to HD, by the UT leader order. The number of units created is limited to 5 (five) times the regional GPv, due to a limit on the number of horses available for this purpose. Also, for every such unit created the following cost must be paid:
