 Subj:  FLEET INTELLIGENCE REPORT FOR SECTOR 2 (SECURE)
 
 1.   SITUATION: Currently there have been several COMSATs 
transmitting altered, scrambled, or missing text messages in the 
past few weeks (Ref Addendum 1 for list).  Cursery systems queries 
have yielded little information as each return is well within 
normal operating parameters.
 
    COMSATs last registered maintenance was on 2 Month FY111. The 
SATs that were repaired and requed were: STELLARCOM CL1, GG1, GG2, 
GG3, GG4, GG5, RH1, and RH2.  Maintenance Report: " Maintenance 
completed.  All systems requed and re-encrypted to latest cipher.  
Satalite security set.  All systems GREEN WAVED.  Orbital positions 
stabalized - Confirmed."
 
 STELLARCOM SATALITE AMPLIFIER 1 E (A1E)
 
   The Amplifier 1E (A1E) is a 22m spherical satalite designed as a 
data-communications relay system.  The A1E is equiped with multiple 
concave receivers and several transmitters to include tight beam 
transmission/relay capability.  It maintains precise position with 
a small chemical thruster maneuver system.   Fuel thruster cells 
must be refilled during the annual routine maintenance and re-Queing 
repair/inspection cycle performed by Spacefleet. 
    The satalite is powered by a small atomic core.  The expected 
life of each COMSAT is 150 GST years.  The A1E has only been in 
service for the last 13 years.  The satalites have no defense or 
armament systems on board.  It is equiped with a lvl 3 robot braincase 
which runs a variety of complex communications and memory storage 
capacity systemson board.
    The Federation has paid a stipend of 1 million Credits a copy 
for  each satalite and the network system.  Each member System in the 
Federation has paid in excess of 2 million Credits for the satalites 
in their own systems.  They are now an integral part of Federation society.

 ANALYSIS:  As each of the systems is apparently opperating 
correctly, there must be some outside interferance with the communications 
net.  For reasons unknown, one or more individuals are altering message 
traffic from Sector 2 COMSATs quite possibly for their own gain.  
    STARLAW is conducting investigations into several employees of 
STARCOM and STELLARCOM in both Rhianna and Gruna-Garu.
 
 SATHARIAN ACTIVITY:  [CLASSIFIED] - Fleet Intell Officers 
comments:  It is not believed that the Sathar are directly involved with 
this developing situation.  Should Information of this nature become 
necessary and relevent, contact Fleet Intell Branch for proper message 
data clearance codes.
 
 PIRATE ACTIVITY:  Pirate activity in the sector has slowly begun 
to increase in the last six month analysis.  Specifically hard hit are 
the trade lanes between Rhianna and Gruna-Garu.  There appears to be to 
little trade activity on the lane between Rhianna and the stations that 
warrent pirate activity in large numbers.  The following is a short break 
down of reported activity:
           Pirate activity btwn Rhianna and Gruna-Garu increase 9%
           Pirate activity btwn Rhianna and Caldric increase 13%
           Pirate activity btwn Rhianna and CENTURY Station is negliegable
           Pirate activity btwn Rhianna DOVE Station increase 2%
 
   Despite our best efforts to curb this intrusion, we are still not making 
any progress with the pirates known to be operating in this area.  They 
have somehow learned of all of our movements and avoided direct confrontation.
 
 KNOWN PIRATE ORGANIZATIONS:  There are three known organizations 
working within Sector 2.  They constantly feud with one another, STARLAW, 
and Spacefleet.  They are here in order of threat precedence:
           "Doethian Daemons" - Approximately 67 "merchantmen" operating 
out of an unknown/unlocated base.  They have a snall fleet of at least 1 
frigate, several yachts and some modified privateers.  Murders and thieves 
alll - very dangerious.
           "Alleck's Bandits" - Approximately 30 rough costumers in a stolen 
modified HS 6 frieghter SKULLION.  (WARNING:  the SKULLION is 
the equivalent of an upgunned frigate class vessel)  
           "Carlborough Co" - Little is known about Carlborough Co.  Origionally 
it was a mining company that was pushed out of business by Mega Corps interference.  
They prey on several different Mega Corps shipping systems apparently "getting even."  
Their numbers and ships are unknown.
