In 1991, the Utah legislature passed the most restrictive abortion law in the United States. In response, members of the community who had actively lobbied the legislature founded Utahns for Choice. In 1996, Utahns for Choice merged with Planned Parenthood Association of Utah in an effort to expand the impact of both organizations and in 2002, Utahns for Choice became Planned Parenthood Action Council (PPAC).

The goal of PPAC is to protect individual freedoms through education and advocacy and by affecting change in electoral politics throughout Utah.

In order to accomplish these goals, PPAC:

educates the community and keeps people informed about pro-choice issues that affect women and families
lobbies elected officials at all levels of government
recruits, trains and supports pro-choice candidates for elected office
enlists volunteers and citizens to participate in all levels of the political process

As a grassroots organization, PPAC is committed to activating pro-choice citizens and mobilizing the community to advocate for reproductive freedoms and equality.
