History
Just before the first galactic war, Dillon was discovered and settled by a convoy of The Thuldan Empire.  They were headed to Tendril  to set up a secret robotics/weapons/genetic studies and manufacturing base when they stumbled upon Dillon.  The brown dwarf's first two planets, Valance and Ganoir, were class 1 planets.  The mission commander, seeing that the brown dwarf star had very little chance of being discovered by any of the Empire's enemies, decided to set up the base in this system and declared the Dillon system the property of The Thuldan Empire.  Valance was the more earth-like of the 2, so the convoy began set up the secret base there.

They immediately sent a courier to inform the Empire of the new location of the base.  The ship never arrived, for the first galactic war had begun by this time.  The ship was caught and destroyed.  When no word returned, the colony sent another ship.  Then another was sent.  Most of the larger ships were used to construct the base, so there were very few ships left.    After all the ships they had were sent and none seemed successful in their missions, they decided to begin work on small ship yards to manufacture more ships.  It was now nearly 50 years since the arrival at Dillon.

It only took 10 years to build the ship yards, but just before completion the Colonists uncovered a horrible secret.  The advanced AI they had been working on had been gaining more and more independence and was developing plans to destroy the colonists.  When it discovered  the colonists had found it out it declared war on all "organics".  The AI did not have enough resources to accomplish its goal completely and it found that the colonists were more resourceful than it thought.  The colonists set off a nuclear device near the AI's cradle and destroyed it.  However the robots still in existence continued the mission to destroy organics.  After 21 years of meat vs. metal the robots had all but driven the colonists from the cities.  The colonists found them selves living back in PL3.  PL4-PL7 items were left over and found from time to time but most of the colonists lost the knowledge to use them over time.
